Dick’s work reached far beyond his own park. Over decades of service, including his role in the landmark San Rafael rent stabilization case, he helped secure protections that continue to benefit mobilehome residents across California today. That case affirmed the constitutionality of local rent stabilization ordinances and, in doing so, helped protect homeowners in communities well beyond San Rafael.
Those who worked alongside Dick knew him as someone who valued clarity, preparation, and persistence. He believed strongly in organized residents, thoughtful advocacy, and staying focused. We honor him not only for what he accomplished, but for the way he approached the work — with integrity, resolve, and a long view toward protecting future generations of mobilehome owners.
